Letter from the executive board

Dear Delegates,

It is with great anticipation and resolve that we, the Executive Board of the DBIS MUN 24 Human Rights Council (UNHRC) Committee, extend our warmest greetings to all delegates participating in this conference session. With our current agenda centred on addressing human rights in West Asia and Central Asia, we acknowledge the pressing challenges at hand, particularly concerning the welfare of women and children.

In Central Asia, autocratic regimes perpetuate impunity for severe violations such as torture and domestic violence. Kazakhstan's lack of accountability, coupled with the suppression of civil society in Kyrgyzstan and Tajikistan, highlights systemic issues. Moreover, Tajikistan's intensified persecution of the Pamiri minority and Turkmenistan's rights denial exacerbate the situation. In the Middle East and North Africa, ongoing conflicts, rising extremism, and entrenched discrimination worsen human rights abuses, necessitating comprehensive legal and policy reforms. It is crucial that we address persistent inequalities, ensure access to essential services, and reconsider the continued use of the death penalty and only

through unified action can we effectively uphold human rights in these regions.

As delegates representing various nations and interests, we urge you to approach the discussions with a spirit of cooperation and pragmatism. The challenges before us are daunting, but they are not insurmountable. Through dialogue, diplomacy, and principled action, we can chart a course towards a more just and equitable future for all. While we emphasise on the importance of committee proceedings and rules, we also want to ensure we have a memorable and fun experience.

We look forward to your active participation and innovative solutions as we work together to address the pressing human rights issues facing West Asia and Central Asia.

Exploring the agenda

The agenda for the UNHRC committee, centred on the state of human rights in West Asia (Middle East) and Central Asia, emphasizes the imperative to rectify the deteriorating human rights landscape, particularly for women and children. In Central Asia, autocratic governments severely inhibit fundamental freedoms, with rampant impunity for egregious violations including torture and domestic violence.

Notably, Kazakhstan's failure to ensure accountability following the excessive force used against demonstrators and its deficient legal frameworks for women's protection are indicative of systemic challenges across the region.

In Kyrgyzstan and Tajikistan, the suppression of civil society and dissent is alarming, with Tajikistan's intensified crackdown on the Pamiri minority and collaboration in the extrajudicial rendition of political dissidents exemplifying extreme governmental overreach. Turkmenistan's denial of basic rights and Uzbekistan's regression in human rights, marked by escalating harassment of the press and stagnated reforms, highlight the pervasive issues.

In the Middle East and North Africa, ongoing conflicts, the rise of violent extremism, and entrenched discrimination amplify human rights abuses, with the Israeli occupation and conflicts in Syria, Iraq, Libya, Palestine, and Yemen profoundly impacting the region. The persistence of inequalities, lack of access to essential services, and the continued application of the death penalty necessitate comprehensive legal and policy reforms to safeguard and promote human rights effectively.
